Democracy and Consensus
Democracy is a system that can only be
established and sustained if the majority of citizens (or at least a significant
portion) truly desire it. After all, it would be contradictory to speak of
democracy in a country where the majority does not embrace it.
This explains why democracy has struggled to take root in many Third World
countries (such as those in the Arab world): certain prerequisites are essential,
the first being widespread popular consensus.
