Cultural Rules
Almost everyone, with few exceptions, acts according to what their culture
dictates. Repressive laws are necessary only for exceptions (let's say perhaps
1%.
However, if we introduce people from a different culture, they will act
according to their own culture, and enforcing our rules will require widespread
repression.
For example, for us in the West, husbands cannot beat their wives: in reality,
almost no one does it, and the law prohibiting it is necessary only in rare
exceptions.
But if we bring in people from the Middle East, where this practice is
widespread, then repression would need to be generalized.
