Migrants and Safe Countries

The essential point is that if we truly applied the principle of a "safe country," we would, in practice, have to accept everyone who wants to enter Italy.
In reality, in the Middle East, Africa, and generally poor countries from which migrants come, the democratic principles in force (at least theoretically) in Europe are not respected. Therefore, they would all be considered "unsafe countries."

If we were to genuinely apply Article 10 of our Constitution:
"A foreigner who is prevented in their own country from exercising the democratic freedoms guaranteed by the Italian Constitution has the right to asylum in the territory of the Republic,"
then everyone would have the right to enter our country (and, in general, the EU), which is entirely impossible and absurd.

This, in my opinion, is the essential point of the issue.
