Russians and Ukrainians

What distinguishes a Russian from a Ukrainian, or an Italian from a French person? In practice, the essential element is language. In Ukraine, there were those who spoke only Russian and those who spoke both Russian and Ukrainian; now everyone speaks both languages. Zelensky's mother tongue is Russian, but he speaks Ukrainian very well. Then there are many mixed couples.
One should not think that Ukrainians and Russians are like French and Italians: it's as if the Padania of Bossi's time had become independent. What would have been the borders of Padania, how many Neapolitans would be in Milan, how many southerners in the whole of Padania?
The only solution would be to hold referendums, under international supervision, to verify the real will of the populations: unfortunately, this has not happened.
