Elites and Competence
By definition, elites are those who are, on average, more prepared (let's not say more intelligent): the general knows more about war than the soldier, and the industrial manager more about running the factory than the worker (at least on average). This is why, always in every time and place, society is directed by elites (the ruling class), and in no society, at no time or place, do the masses (let's say so) directly manage the government.
